In general, Intelligent Transportation System includes detection systems and cameras for monitoring traffic conditions on roadways, dynamic message signs to provide real time travel information, vehicle location systems to track transit and emergency services vehicles, and a host of other technological elements and agency coordination processes.

Even if your kids don’t currently walk or bike to school, weigh in on our draft plans to make walking and biking to school in Lawrence, Eudora, and Baldwin City more comfortable. After temporarily pausing the Safe Routes to School planning process in March due to COVID-19, the Lawrence – Douglas County Metropolitan Planning Organization (MPO) has decided to move Lawrence, Eudora, and Baldwin City Safe Routes to School Plans forward for approval.

In Lawrence and Douglas County, the Safe Routes to School (SRTS) program is called Be Active Safe Routes. Safe Routes to School is a national program using comprehensive approaches to improving walking and biking for all kids. In addition to improving safety, Be Active Safe Routes benefits communities by reducing traffic congestion and air pollution, increasing the opportunity to be physically active and building community cohesion. The goal of the program is to develop comfortable routes for all and improve the health and well-being of children by encouraging them to safely walk and bicycle to school.

In 2019-2020, the SRTS working group (Lawrence-Douglas County Public Health, Lawrence Public Schools, the City of Lawrence, Lawrence-Douglas County MPO, USD 491, City of Eudora, USD 348, and City of Baldwin City) conducted a 15-month planning process to develop citywide SRTS plans. Through parent surveys, travel tallies, and mobile meetings, the SRTS working group developed mapped routes and strategies to make it easier and more comfortable for kids to walk and bike. Each plan contains strategies to construct and maintain comfortable routes to school, to implement traffic control to improve driver behavior,  to evaluate crossing guards placement, and to educate and encourage families to bicycle and walk to school. Before these plans can be approved, we first need to hear from you!

The Lawrence-Douglas County Metropolitan Planning Organization (MPO) is releasing a draft Lawrence Bikeway Plan called Lawrence Bikes. The plan was developed after two phases of public engagement beginning in June 2018 and October 2018. The MPO Bicycle Advisory Committee (BAC) guided the development of the plan. The public comment period is May 15 to June 14, 2019. Following the public comment period, input will be reviewed and the draft plan will be considered for approval by the MPO BAC, MPO Technical Advisory Committee (TAC), and the MPO Policy Board. Also the Lawrence Transportation Commission and Lawrence City Commission will review and consider accepting the plan. The Lawrence Bikes draft document can be viewed at the following locations.

Through an update to the Countywide Bikeway Plan, the Lawrence-Douglas County Metropolitan Planning Organization (MPO) is working to implement the community’s vision for a low-stress bicycle network throughout Lawrence and Douglas County that is comfortable for all ages. The plan will reconcile various existing bicycle-related plans into a single comprehensive vision for the future of bicycling, laying the foundation for bicycle work over the next five years.

Over the summer of 2018, we asked people about their comfort level when bicycling on various bikeways. However, making our community more bicycle friendly requires more than simply expanding the bicycle network. The E’s of bicycle planning―education, encouragement, enforcement programs, and evaluation tools―are also needed.

Come learn more about the E’s of bicycle planning and share your thoughts about how to make Lawrence more bicycle friendly. There are multiple ways to share your thoughts and ideas:

The Lawrence – Douglas County Metropolitan Planning Organization (MPO) is releasing a revised Public Participation Plan, which serves as a guide to improve the process for involving you in transportation decision making. It recommends methods to engage the public during the regional transportation planning decision making process and states how members of the public can be involved in the transportation planning process. This is a minor update to the plan incorporating procedures and clarifying processes for public input on Transportation 2040 performance measures, Transportation Improvement Program (TIP) amendments/administrative revisions, and future Public Participation Plan amendments.  

The draft plan is available for a 45-day public comment period which starts on June 8, 2018 and will end on July 23, 2018. The draft plan can be accessed at:https://assets.lawrenceks.org/assets/mpo/ppp/PPP-DRAFT.pdf. This Plan will come before the MPO Policy Board for approval on August 16, 2018.

The Lawrence-Douglas County Metropolitan Planning Organization (MPO) officially has begun a 30-day public comment period for the draft Metropolitan Transportation Plan (MTP) Transportation 2040. The plan identifies future needs and makes investment recommendations for all modes of transportation including automobile, public transit, bicycle, pedestrian, etc. This draft plan is the collection of the input from two phases of public engagement conducted throughout 2017. This updated plan is required by federal regulations to ensure funding for future transportation projects in Lawrence and Douglas County. Review and comment on the draft plan now! The official T2040 30-day public comment period begins on February 1, 2018 and will end on March 2, 2018. Comments received on or before March 2, 2018 will be considered for the final document, to be presented to the Lawrence-Douglas County Metropolitan Planning Organization (MPO) Policy Board for consideration at their March 15, 2018 regular meeting, 3pm in the Lawrence City Commission Room.
