Thank you for your ongoing interest in the Southeast Area Specific Plan (SEASP) project. On June 1st, the Planning Commission recommended to approve and forward the Southeast Area Specific Plan (SEASP)–with modifications–to the City Council. Planning Commission’s action also included a motion recommending that Council certify the Final Environmental Impact Report (EIR). On September 19th City Council will hear this item.

Thank you for your ongoing interest in the Southeast Area Specific Plan (SEASP) project. A few weeks ago Planning Commission held a study session and received public comment on the Hearing Draft Specific Plan and Environmental Impact Report (EIR). This Thursday, June 1st, the Planning Commission will take action on the Specific Plan and the EIR.
Planning Commission will consider making a recommendation to City Council to approve the Specific Plan and certify the Final EIR. You can review the Agenda and Staff Report at http://bit.ly/2rMA150.
The revised Hearing Draft Specific Plan, EIR and Final Response to Comments, are available for public review and download at http://www.lbds.info/seadip_update/.

Southeast Area Specific Plan Draft Program EIR, Traffic Section Only
Over the past several months, we received numerous comments from the community regarding information provided in the Draft Environmental Impact Report (DEIR) for the draft Southeast Area Specific Plan (SEASP). We appreciate the time many of you took to provide input into the process. As a result of comments received during the public review period, the City decided to conduct additional analyses related to traffic. These analyses produced new information not previously available, requiring additional public review.
To ensure the public has an opportunity to review the new material, late last week we released a Recirculated Traffic Section of the DEIR (State Clearinghouse No. 2015101075) for a 45-day public review period, starting on February 17, 2017.
The Summary of Revisions made to the original DEIR Traffic Section and Appendix J is available on the City’s website using the links identified in the “Document Availability” section below.
Submitting Comments
All written comments on the revised Traffic Section must be provided to the City by Monday, April 3, 2017. All comments must be submitted in writing to Craig Chalfant, Senior Planner, Development Services Department, City of Long Beach at the address below, by facsimile to (562) 570-6068, or by e-mail at [email protected].
We request that interested parties limit their comments to the revised Traffic Section and Appendix J only. Comments already received by the City related to other topics will be addressed in the forthcoming Response to Comments, which will be released in the next few weeks, along with responses to any new comments received on the revised traffic chapters.

It’s been awhile since you’ve heard from us regarding SEASP; we wanted to take this opportunity to share the status of the project to date:
With the start of a new year the City continues progress on the preparation and refinement of the Southeast Area Specific Plan (SEASP). Since the close of the public comment period last fall, we spent the majority of our time over the past several months reviewing and drafting responses to the comments received on the Environmental Impact Report (EIR). City staff has also been meeting with various groups regarding their specific comments on the Plan and the EIR and has been making additional enhancements and refinements to the Specific Plan document. We anticipate that the Specific Plan and EIR will be back before the Planning Commission for their review in late Spring of this year. We will provide future updates on the progress of the plan as new information becomes available.
All existing information related to the SEASP and EIR (including draft documents and meetings summaries) is available for review and download on the City’s website at http://www.lbds.info/seadip_update/.

On August 18th, the City will hold a study session with the Planning Commission to provide a brief overview of the updated Hearing Draft Southeast Area Specific Plan with a focus on the content and findings of the Draft Environmental Impact Report (DEIR). The public is invited to attend this meeting to learn more about the proposed plan for Southeast Long Beach.

In addition, the Planning Commission will be recording public testimony and including it as part of the public record and Response to Comments associated with the DEIR.

Hearing Draft Southeast Area Specific Plan and Draft Environmental Impact Report Now Online!
Over the past several months, we’ve been working to refine the Draft Southeast Area Specific Plan to incorporate input and comments we recently received during the public review of the Conceptual Draft. We appreciate your feedback! The revised version, now called the Hearing Draft, will be forwarded to the Planning Commission and City Council for their consideration in the coming months.
In addition, the accompanying Draft Environmental Impact Report (DEIR) has been completed and is available public review. All comments on the DEIR must be submitted in writing to Craig Chalfant, Senior Planner, Development Services Department, City of Long Beach at the address below, by facsimile to (562) 570-6068, or by e-mail at [email protected].
All written comments on the DEIR must be provided to the City by Monday, September 19, 2016.

Draft Southeast Area Specific Plan Review Period Ending Soon
Thank you to those of you who were able to attend the SEASP Open House that took place on March 26th at the Golden Sails Hotel. Over 100 people stopped by to learn more about the draft Specific Plan and to provide the project team with input. All comments on the Specific Plan Draft are due to the City this Friday, April 29, 2016.
If you were not able to attend the open house or have not yet submitted comments and would like to do so, please follow this link to complete a questionnaire that can be submitted to the City.

Southeast Area Specific Plan Now Online
The Draft Southeast Area Specific Plan (SEASP) document is now available online! Follow this link or visit the project website at http://www.lbds.info/seadip_update to view and download the document. The SEASP was developed at the request of the City Council to create a comprehensive, 50-year vision and plan for Southeast Long Beach that provides guidance for land use, mobility, wetlands resources and community character.
For those unable to attend the workshop, but would like to provide comments on the Specific Plan in advance of future public hearings that will be scheduled for the project, please use this form and submit comments to the City no later than April 29th.
SEASP Open House this Saturday, March 26
Stop by anytime between 11:00 am and 3:00 pm at the Best Western Golden Sails Hotel, Seafarer Room, located at 6285 E. Pacific Coast Highway. The open house will provide opportunities to meet one-on-one with the project team, learn about components of the Draft Specific Plan, and how the plan will implement the community’s vision for the southeast area. City staff and representatives from the consultant team will be available to answer questions about the Specific Plan and how it supports the Vision created for the Southeast Area by the community. The open house will also provide information about upcoming public input opportunities, including the Draft Environmental Impact Report public review period starting in May and public hearings tentatively scheduled for early Fall 2016.

We know it has been awhile since you’ve received an update regarding the progress of the Southeast Area Specific Plan (in the area historically known as SEADIP). We have been working diligently over the past several months to prepare the preliminary environmental documents associated with the proposed project, and the Initial Study and Notice of Preparation is now available for public review on the City’s website.

A Financial Feasibility Analysis was prepared as part of the current SEADIP Plan development effort. This analysis serves to inform the type of uses and density and intensity of development feasible under current market conditions. In addition to social and environmental considerations, the economic considerations identified in the analysis help shape our efforts to develop a Specific Plan for Southeast Long Beach that is both sustainable and implementable. In response to requests from the community, we have now made the analysis available on our website.

The public is encouraged to attend a Planning Commission Study Session for the Southeast Area Development and Improvement Plan (SEADIP) update on Thursday, May 21, 2015, at 5:00 p.m., in the City Council Chambers in Long Beach City Hall at 333 W. Ocean Blvd.
The Study Session will feature a presentation of the community-shaped vision for SEADIP and the conceptual land use plan, including general locations and types of commercial, residential, industrial, mixed-use, and wetlands uses. The event will also provide an overview of input received at previous community workshops, and discuss the next steps for developing a Specific Plan. No formal action will be taken by the Planning Commission at this meeting.
The conceptual land use plan reflects the collaborative efforts of the community and the Community Advisory Committee (CAC) to comprehensively review and update a 1,500-acre area of Southeast Long Beach known as SEADIP. The three-year planning process includes extensive community outreach efforts, consisting of pop-up events, interactive workshops, and community meetings.

The 3rd Community Workshop for the Southeast Area Development and Improvement Plan (SEADIP) was held on February 11, 2015 at the Best Western Golden Sails Hotel. Participants of the workshop were asked to provide input through group disucssion and a few short questionnaires.

The 5th meeting of the Community Advisory Committee for the Southeast Area Specific Plan will take place on Wednesday October 29, 2014, 6:30 pm at the Best Western Golden Sails Hotel Seafarer Room at 6285 E. We are excited to share with you the new vision for Southeast Long Beach! Through the community’s on-line and in-person workshop participation as well as the Community Advisory Committee’s input, the Southeast Long Beach Vision Statement is now complete. The vision captures the topic areas the community felt the strongest about including, traffic, pedestrian and bike connectivity, wetlands and habitat, and community character.

More opportunities to get involved!
The 3rd meeting of the Community Advisory Committee for the Southeast Area Specific Plan will take place on July 9, 2014, 6:30 pm at the Best Western Golden Sails Hotel Seafarer Room at 6285 E. Pacific Coast Highway. The committee will continue to review the Opportunities and Constraints Workbook with a focus on Mobility and Land Use.
The public is invited to provide additional feedback on the project during a Community Workshop on Wednesday, August 6, 2014 at 6:30 pm. This workshop will give attendees a chance to learn more about the Opportunities and Constraints Workbook which includes planning, mobility, wetlands, urban design, and local market findings that will shape future land uses in the area. This workshop will also be held at the Best Western Golden Sails Hotel Seafarer Room at 6285 E. Pacific Coast Highway.

Outreach Efforts are continuing for the preparation of the City of Long Beach Southeast Area Specific Plan (Plan), and the public is invited to attend the events below and provide input on the new Plan that will affect 1,500 acres of Southeast Long Beach. These events will feature similar content - providing an overview of the goals and vision statement for the new Plan and giving the community an opportunity to review a summary of the preparations of the project's land plan.
- Community Advisory Committee Meetings: Wednesday, June 18, 2014, 6:30 pm; and Wednesday, July 9, 2014, 6:30 pm.
- Community Workshop: Wednesday, August 6, 2014, 6:30 pm.
