What comments do you have regarding Housing and Neighborhood Preservation’s proposed 2015-2020 Five Year Consolidated Strategy and Plan and its 2015-2016 Annual Action Plan?

Based on information presented at the public hearing on Wednesday, April 1, 2015, the following questions or comments are posed:

1. Should the title and description for the activity at the top of that page 2 of the DHNP Proposed Projects document, be changed from Housing Rehabilitation CDBG to Implementation?
2. How are the 2015-2016 Objectives prioritized?
3. Should the 2015-2020 Priorities and Goals and the 2015-2016 Objectives be better aligned?
4. Can you address the relationship between proposed funding amounts to each of the organizations and how that relates to the Priorities, Goals and Objectives?
5. How can the difference in the proposed funding and the available funding be addressed?
6. How can carryover funds be addressed?
7. Is there additional funding available but, not currently identified in the proposed projects?
8. To what DHNP position titles are CDBG & HOME Rehabilitation and Admin salaries and costs proposed to be assigned and in what amounts? What methodology is being used to make the determinations? Is historical data used to aid in the decision making?

If federal funds are reduced or eliminated, the program should be reduced or eliminated. Since the federal budget is in turmoil, do not start new programs with federal support until there is stability with the federal budget.

There are some lofty and worthwhile goals, but no input on how money is spent (plans, allocation, who is responsible in City government for allocation and a million other questions???). Please come up with some actual plans.

If you expect meaningful comments, you need to make this site more user friendly . . . where does one find the details of the 5 Year Plan??

I agree with Bryan in Centerville. We need to know how many people and which people it will help as well as what the programs are going to do with the monies.

The summary of the draft CSP and AAP talks a lot about over arching goals but almost nothing about what the city is doing to achieve those goals. It really doesn't give me anything I can even comment on without a LOT of extra research.

For example: A bulk of the money ($1,738,812) goes to CDBG (http://www.hud.gov/cdbg). But I have no idea what part of that program the money will be spent on, how many people it will help, or how effective spending money here has been in the past. How am I suppose to give any knowledgeable comment without that information? I would hope this type of info is found in the full draft, but seeing as there is no index and I don't have a free day to fully read and understand all 138 pages of documentation I will consider it a failing of the summery not to provide much of any useful info up front.

The draft 2015-2020 CSP and 2015-2016 AAP lacks readability or even an index for looking up a particular topic. From what browsing I did do I could find no info on the expected effectiveness of any of the projects. Even the "Evaluation of past performance" section has no information on past project effectiveness and instead talks exclusively on where money was spent in the past not what that money accomplished.

Everyone knows there is need. Everyone want to spend the money to help. The question is: how much money where. Nothing in this report gives me any ability to answer that question. It makes me wonder if tax payer money is really being well spent on the most effective methods or if it's just a dart board deciding what needs are meant.
