What comments do you have regarding Housing and Neighborhood Preservation’s proposed 2015-2020 Five Year Consolidated Strategy and Plan and its 2015-2016 Annual Action Plan?
The City of Virginia Beach is required by the U.S. Department of Housing and Urban Development (HUD) to prepare a Consolidated Strategy and Plan (CSP) every three to five years to create a planning document for the city, which builds upon a participatory process among citizens, organizations, businesses and other stakeholders. It develops a strategy for carrying out HUD programs and is a management tool for assessing performance and tracking results.
The CSP develops the priorities for the Community Development Block Grant (CDBG) Program, HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG) Program and the Housing Opportunities for People with AIDS (HOPWA) Program, as well as a summary of Virginia Beach’s housing and community development needs, resources and strategies. The HOPWA program provides funds for the Virginia Beach-Norfolk-Newport News, VA-NC Metro Area.
The CSP period is for the five-year period commencing on July 1, 2015, through June 30, 2020.
The Annual Action Plan (AAP) is based on the city’s approved FY 2015-2020 CSP. This plan is an annual submission for use of federal funds under HUD’s formula grant programs for the city. The AAP includes the proposed uses of each of these funds for a 12-month period commencing July 1, 2015, through June 30, 2016. This is funding from Federal Fiscal Year (FFY) 2015.
The following table provides a summary of the funds expected to be available to support programs proposed to be funded.
