I have been with the same small, locally owned hauler for near 30 years. They've done and excellent job at reasonable rates. A few years ago, however, I solicited the families on my alley to determine whether they wished to obtain a single provider at a discounted rate. I was unable to get the minimum number of families to commit to this. So far as I could determine, everyone stayed with their existing provider. Some complain about alley noise. My bedroom is less than 40' from the my alley. I've never been awoken by a trash collector, even though I tend to sleep in and to sleep with my windows open, weather permitting. In the 32 + years I've lived here, my alley has been re-sealed ONCE. I can't believe that the fact that six garbage trucks pass down the alley each week has had appreciably more impact on the alley surface than one would have.
Frankly, I'm very disturbed by comments made by city officials which imply that organized collection is a fait accompli in St. Paul. As far as I'm concerned, it's a solution in search of a problem.
Moreover, if the City intends to organize collection, it should simply take over residential collection and increase property taxes to pay for it. The City can then contract with haulers. At least then the cost would be deductible on federal and state income taxes, as it is elsewhere.
