What other elements would you like to see included in the scope of work?
Instead of a playground, how about adding a few simple climbers or natural activity areas like boulders or slate chalkpads around the "tricycle" loop? Maybe those exercise stations could work and would be more age-universal but only if there are some that people would actually use. Either way, I would only support adding features that blend in or complement the environment.
A water fountain would be very nice to have for when kids get thirsty from running around or when our pooches get parched.
Is it cost prohibitive to add power outlets in a few spots? Sometimes when we are out for a while our stuff run out of juice.
Replace the fencing around the park with something more modern and attractive than chain-link. The fencing there now has seen better days and looks worn and ugly.

Putting in another playground area does not seem like the best use of space in this park. The park should be designed so the entire space is more usable by everyone whether we come with kids, pets, or just a friend. Large equipment would break up the limited space and create bottlenecks.
I love the idea of a loop path. It would make both sides of the middle part more usable and you can add more benches along the new side. I could see using it for walking more than tricycles.
I would bring my daughter and our little dogs here so however it is designed it needs to be legal and easy to bring them both at the same time.
I'm a big believer that we should work to keep our parks as natural as possible. That means natural materials too. Any walkways should be eco friendly. Water fountains should be used to promote reuse and reduce plastic waste.
