Regarding costs associated with Police, Fire/EMS and street cleaning services, who should pay these costs?

The sales tax revenue generated from all the participating and non participating bars, restaurants, and meters during these large bar crawls, more than compensates the costs for the police, fire/ems and street cleaning. The solution is not more police, but rather regulating the events.
Event organizers are NOT charged in DC because the board has factored in the sales tax revenue. Event organizers must coordinate with the police prior to the event and provide a safety/security plan, and an accurate number of attendees. Size is also not limited in DC, as long as safety measures and event staffing is provided.
