What should the Lealman FBC allow and encourage in the Lealman Community?
Pinellas County is seeking input for a new Form-Based Code initiative for the Lealman Community Redevelopment Area (CRA). A Form-Based Code (FBC) is a land development code that guides development and redevelopment of properties in the CRA by focusing on the relationships between buildings, sidewalks, and streets, while also promoting walkability.
The proposed FBC will establish 8 Districts that each have their intent (listed below) and set of regulatory standards, customized to consider the overall goals of the community and its' neighborhoods. The regulatory standards for each District were based on existing zoning allowances, but more clearly dictate building and parking placement and a buildings' relationship to the public realm (streets and sidewalks).
This survey will aid the County in the development and implementation of the new FBC for the Lealman Community.
FBC DISTRICT INTENTS:
- Urban - Promotes pedestrian-oriented streets that encourage a mix of uses, providing goods, services, and urban housing to the neighborhood. Create a dynamic public realm that fosters retail vitality.
- Mercantile - Supports retail, office, and service needs for the local and surrounding communities. Supports enhanced transit opportunities and increased pedestrian comfort.
- Makers - Fosters entrepreneurship by incubating small scale and craft manufacturing, specialty repair, artisans, and other startup businesses. Supports business retention and expansion, through flexible form standards.
- Neighborhood Convenience - Supports a mix of housing types and the reuse/retrofitting/construction of scattered neighborhood shop fronts that respect the existing residential scale and reinforce walkability and transportation alternatives.
- Neighborhood - Supports infill development that complements the existing development pattern and characteristics, while supporting additional density, a variety of housing types, and enhanced public spaces.
- Special District - Interchange - Allows for redevelopment that is responsive to highway service commercial facilities and safe multimodal access, while still establishing a sense of arrival into the community.
- Special District - Warehouse - Areas with redevelopment potential for employment-related businesses and industries with standards that offer the opportunity to recruit and retain businesses which may experience incremental growth in response to the market.
- Special District - 34th St / US 19 - Acknowledges the characteristics and development pattern of the auto-oriented corridor and focuses on the relationship to surrounding lower-intensity districts and enhanced pedestrian safety through site design and access.
