The Downtown Housing Plan is an Area Plan focused on housing production in the downtown area implementing the policies and programs of the City’s Comprehensive Plan and the Housing Element. Objectives include establishing housing policies, programs, and development and design standards, and planning for the required public infrastructure.
A feasibility analysis and draft policy recommendations including potential changes to development and design standards will be presented for Council consideration in October 2025.
Community input about housing and possible areas for increased housing density in Downtown Palo Alto will help refine the feasibility analysis and inform preliminary recommendations.
