The Downtown Housing Plan is an area plan focused on housing production in Palo Alto’s downtown and implementing the policies and programs of the City’s Comprehensive Plan and the 2023-2031 Housing Element. The area plan would establish policies, development and design standards, and plan for public infrastructure necessary to accelerate housing production and further fair housing while ensuring that the downtown area continues to be an attractive local and regional destination. The plan area covers approximately 90 acres, generally bounded by Everett Avenue and Forest Avenue from Alma Street to Cowper Street. This survey seeks to understand community priorities and vision related to affordable housing, and current challenges and opportunities for housing production in downtown Palo Alto. Feedback will help inform recommendations and policy development.
