We're excited to kick off the online portion of our Phase 2 engagement for NFK2050, Norfolk's citywide Comprehensive Plan update!  This plan sets the vision and policies to help guide development in the city and determine how and where we should grow. We're building on our previous plan, plaNorfolk2030, and we want your input on how to make Norfolk equitable and resilient for all.  In Phase 1, residents told us they want housing for all income levels and family needs, multimodal transportation options, better opportunities for well-paying jobs, a celebration of Norfolk's rich history, art and culture and preparedness toward sea level rise and flooding, to name a few.  This feedback has helped build the foundation for Phase 2 engagement and has informed the content of this survey.

The Richard A. Tucker Memorial Library is Norfolk's newest library. It opened in the fall of 2021 on the site of the original Richard Allen Tucker Elementary School, built in 1943 to serve children in the neighboring Norfolk Housing Authority's Oak Leaf Park subdivision. The school was closed in 2011, two years before the Southside Aquatic Center opened on the site in 2013. The school building was demolished in 2017, to make way for the new library. 

Norfolk Parks and Recreation is currently developing plans for community oriented open space improvements on the grounds of the library and aquatic center. We held a preliminary public workshop and posted an online survey in November 2021. The survey results guided the development of two preliminary alternatives for the open space. We welcome your feedback to help select the usage of the open space by the library.  Take the survey here.

Originally constructed in 1969, the existing Norfolk Fitness & Wellness Center building was purchased by the City of Norfolk in 2004.  The building has served the community well, but in recent years the building has exceeded its useful lifespan. In April of 2020, the pool was closed due to structural concerns related to the dome that spans and covers the pool.  Based on the safety concerns and the results of additional studies conducted on other portions of the building, the time has come to replace this aged facility with a modern building and reconsidered amenities.  The purpose of this survey is to solicit public input for planning desires and priorities for an enhanced fitness, wellness, and library facility on the existing Norfolk Fitness & Wellness Center site.  The results of the survey will be compiled to create a list of priorities for consideration in the new facility. Take the survey here.

The City of Norfolk’s Department of Transit is currently designing new roadway infrastructure in the Tidewater Gardens area as part of the St. Paul’s Transformation. Phase 2 of this roadway network is under design and will support $300+ million in redevelopment including 710 units of new market rate, affordable and replacement housing, transit-oriented development, commercial and technology investments, and resilient stormwater infrastructure improvements. Recently, in a unanimous vote, the Norfolk City Council voted to adopt Vision 2100 as a guide for Norfolk’s next great Century.  Together with the Resilience Strategy adopted a year ago, we have established our City as among the most forward-thinking cities in the USA and the world.  With such great input from Norfolk residents and key involvement from multiple City departments, we have also raised the bar for all future public input processes in the City.  Your participation shaped this new vision and your input will continue to shape other efforts going forward.  Thank you for your great support and assistance.

We know of no other city that has established a 100-year vision for its future.  At its core, Vision 2100 recognizes four types of places in Norfolk, each with its own opportunities and each with its own challenges.  We are not running away from any part of our City; instead we have identified long-term strategies for all parts of Norfolk.  Our residents identified the people, places, events and things that make Norfolk strong and a great place to live, work and play.  Thus Vision 2100 is not Planning’s vision alone; it belongs to all of us.  If you would like to read the final vision document and learn more about how it was created, visit the project website at norfolk.gov/vision2100.

But this step, while vital, does not end our work on incorporating this vision into the City’s DNA.  In a number of ways our work is just beginning.  You will be hearing more about Vision 2100 in the weeks and months ahead as we work to incorporate its recommendations into plaNorfolk2030, our comprehensive plan, our new Zoning Ordinance, our Long-Term Disaster Recovery Plan, and many other elements of City policy and governance.  Stay tuned.  In the meantime, thank you again for helping us to get this far!

Join us May 19th at 6:00 p.m. at the Attucks Theater (1010 Church Street) for the first of these important meetings, where you will help us decide how we will use our land and protect our assets into the distant future.  For those who participated in the Asset Mapping exercises earlier this year, this will be your opportunity to see the results of that work and tell us about your vision for our city.

As a bonus, beginning at 5:30 p.m., there will be food trucks parked outside the Attucks and the first 50 people in attendance will receive a $5.00 voucher towards their food purchase.  So join us for dinner and stay for the meeting.

Thank You for Your Input

After reviewing the results of the October public workshops and the analysis of the technical data, HRT and the City of Norfolk provided recommendations and refinements to develop the final set of alignment options to move forward to a more detailed engineering evaluation. Five options have been selected to be advanced for further study. These five options represent a set of potential choice of corridors, transit vehicle technologies, and project scales. All five options would meet NSNTES’ “Purpose and Need” and project themes. In early 2015, Norfolk City Council will select the option(s) that should be moved forward for future analysis in the Draft Environmental Impact Statement (EIS), scheduled to begin in mid-2015. Public involvement will again be crucial to the success of the next phase of study.
