What are your thoughts about actions the City of Norfolk should take to address the COVID-19 crisis?
1. I think the City should be creative in how they encourage citizens to use "stay-at-home" orders to still be productive. I think a lot of the angst and resistance to that order is that the message has been "let the government and healthcare agencies handle this, you just stay home". And people find that unsatisfying. Give them something to do at home that is mutually beneficial for them and the city, and I think morale would begin to improve.
2. I think this is an opportunity to invest in Norfolk. What projects have we been unable to do because they were not a priority or they couldn't be funded? What areas of the city could be beautified? Trash picked up? Rivers cleaned? Gardens planted? Put citizens to work, even if it's on a minimum wage. And put them to work on our city. It will create a sense of pride and activity that will last far beyond COVID (I'm thinking of FDR's CCC, etc and the long reaching effects that this had).
3. Clear, consistent, widespread communication to citizens on what their role is in the "Fight against COVID". Is it learning to homeschool? Making masks? Delivering meals? Writing letters? For those that are capable of contributing economically, where should we be spending our money? For those that are looking for work, is there a city-wide network that could streamline the job hunt/hiring process?
4. I am surprised by this, but I continue to find that many of my friends do not have clear understanding of the "benchmarks" needed to be met for the next stage of pandemic, or even what that next stage is going to look like. I know that you, are leaders, are most likely in the process of figuring that out yourselves. But in the absence of a clear plan that articulates both the need for, and time period of, current regulations, and then the plan for lifting those regulations...I find that the citizens are restless and less inclined to respect guidelines and regulations. I know there are some resources out there, but I think your PR department needs to be in overdrive to get the message to every single person in Norfolk. Because most people have not gotten the message (and if you don't have the message yet, lock yourself in a room and figure it out. That's the #1 thing that will change the tenor of this pandemic).
I must say, though, I loved loved loved the Mayor's "Stay at Home" video..clear, concise, short.
And also, thank you for inviting my feedback and giving me all this space to write whatever I want. I appreciate you, and your leadership, and I know that the burden of leadership must weigh very heavily right now. I trust you and your wisdom and the heart you have for our city that you will lead us through this and that we will come out of this stronger and more resilient than we were before.
