The City of Norfolk and the Elizabeth River Trail Foundation are seeking community input on the plans for
a new trailhead access point located near Norfolk State University on the corner of Park and Claiborne
Avenues. This trailhead is a crucial anchor point for the 10.5-multi-use trail that will connect the east and
west sides of the City, serve as key entry point for daily trail commuters and visiting trail users, provide
free, healthy recreational opportunities to surrounding communities and spur economic growth for the
