The city will achieve a significantly reduced number of homeless individuals through comprehensive, result-driven strategies that focus on dignity, support, and long-term stability for its most vulnerable citizens. A cornerstone of this approach will be the widespread implementation of affordable housing options, including the innovative use of tiny homes. These compact, efficient residences will be integrated throughout the city, offering safe, dignified living spaces that are both environmentally sustainable and economically viable. In a pioneering move, Norfolk will encourage homeowners to embrace community and solidarity by allowing the placement of tiny homes on their properties.
