The City of Norfolk’s Department of Transit is currently designing new roadway infrastructure in the Tidewater Gardens area as part of the St. Paul’s Transformation. Phase 2 of this roadway network is under design and will support $300+ million in redevelopment including 710 units of new market rate, affordable and replacement housing, transit-oriented development, commercial and technology investments, and resilient stormwater infrastructure improvements.
