    First of all, stop with the Spanish on this survey, it is distracting and makes it harder to read. The document itself is a massive thing that 99.9 percent of the population will not read past the first paragraph. This is NOT simplifying anything. It is adding layers of confusion. It makes it easier for developers and others to wriggle out of commitments because there is more leeway in it for their lawyers to figure out. Also, given the City's pathetic record on enforcement, I am not confident anything will be better. What a waste of time and money. Stop spending money on this constant surveying and document producing and fix the roads!
