"Sustainability" is peppered throughout but its meaning is sometimes vague. Because it is being used to refer to both fiscal and environmental sustainability I think the wording should specify the exact meaning each time the word is used so it is clear.
The definition of the foundational principal of sustainability is too simplistic. It needs to include readying the city for the impacts of the changing natural environment, not just protecting and enhancing it. The overall report could better include the 5 principles the commission adopted at the Feb 9 meeting.
The appendix with specific tactical actions is missing. I believe it's important for EY to give as many ideas and examples of incentive options as possible for attracting businesses that are desirable to the people of Lawrence. I believe our toolset has been very narrow. Any new private/for-profit business should be required to meet environmental sustainability metrics ahead of time and at specified future intervals to receive any incentive. Lawrence has renewable energy and emissions reductions goals to meet.
The goal #3 intro paragraph hits on an interesting conundrum for Lawrence which is the sprawl vs density vs maintaining the integrity of downtown issue. It isn't very well addressed here, but I believe it would intensely serve the community and future commissioners for Lawrence to identify where density is appropriate and not and where sprawl is appropriate and not. 3.2 would be a relevant spot for this idea.

Black and Indigenous should usually be capitalized. Let's be intentional about how we talk about folks if we're going to act serious about being supportive. The sentence structure on pg 14 is dismal.
I appreciate the wording on equity in that the city needs to work to address disparity rather than just providing "equal" access & opportunity for everyone. More resources should be funneled to historically oppressed populations. Lawrence has a Native American presence that is not replicated anywhere in the US. That is amazing! We should be celebrating and uplifting that more!
The implementation calendar is a great idea. We should add one of those to each of our many plans.
