I am not able to find employee bonus information.
The website Transparent.Idaho.Gov will report all bonuses awarded to employees. The report will include the individual’s name, industry sector, primary city location, and total bonus award.

Here are a few ideas that would make investigating specific items much easier:
1. Provide an easy way to see all charges made by a specific named elected official or employee.
2. Identify individual people or companies by name, not just by vendor number, e.g., not "#01-1905" but "Senator Dave Landis."
3. Identify state credit card charges by specific offices and/or individuals, not just by card number.
4. Add categories defined by the state public community colleges, viz., North Idaho College, College of Southern Idaho, College of Western Idaho, and College of Eastern Idaho, just as you currently have categories for Lewis-Clark State College, Idaho State University and University of Idaho.
5. Provide a click list filter of senators, representatives and other elected officials that can easily be used to see all official transactions using state expenditures.
6. Provide a similar list of the names of individuals who work directly to support the elected officials.

Where can I find the different classifications of state jobs and their descriptions? (Specifically looking for comparing one job with another to see if it is lateral or promotion to another).

For Clark County, the Transparent Idaho website shows Total County Budget Expenditures of $7,330,087.33 and Revenue of only $3,543,589.04. How can this be? Even the description on the left side says:
County budgets are required to be balanced, which means that the total expenses of the county cannot exceed the total incoming revenue.
Is the website incorrect? For all counties as well as Clark.
