Too much money spent on Administrative items while the real need is to get "boots on the ground" from the workers in the offices to those that really need the support on the streets. Second is management needs to know what the needs are of the community and react accordingly.

Use the money given by the state under the Prop 63 funds where it was intended to be used to help house the homeless and give support to the mentally ill to get them off the streets. Second, provide updates to these efforts to the community to show what our tax dollars are beign used for. The town is blighted and that is all we citizens see daily, it is the same people every day walking the streeets asking for money and panhandling or just wandering and talking to themselves.

Workers not wanting to get out on the streets and do the dirty work that is required to clean up the streets and get the transients off of them and either back to their hometown or in housing here. Proper management of funds and good job performance of assigned duties.

Based on a quick review of the Mental Health Service Act (Prop 63 funding) programs that the County has the majority of the programs are administrative in nature with not much money spent at the street level, additionally there is a need to get transients, homeless to transition out of these programs. Need to have incnetives built in to get them back on their feet and off of drugs. If money is given to someone then there has to be a return to the "system" the community (i.e. picking up trash, pulling weeds, painting benches, etc.).
