It is top heavy and cumbersome. The front line has little to no input and the management makes decisions without having staff vested. The top management does not allow lower level management to make decisions; this affects retention, moral and decreases the chance for positive outcomes.
3. Please provide DHHS’ two greatest opportunities to improve during this transition.
Present an accurate organizational chart and review the top posiitons. The chart may look like a tower or an upside down pyramid. Neither are best practices. Change the chain of command and bring in outside trainers to prepare top staff to front line on the roles they have, accurate parameters and realistic expectations. Using EPB language and all the latest buzz words does not mean the practices are actually working.

Not receptive to anything that is cutting edge or promising practice. Not allowing the front line to have a sense of ownership of their position. Poor moral - fear of retaliaton for initiative. The time it takes to get permission to take an action is too long as it has to go through several management levels before a decision is made and often, the decision is too late.
