    Some of "C" & "D" put into "A". Take out some of it's Eastern & Southeastern areas to add into "B".

    Keep the Western & Southwestern areas together.

    Include more of the Eureka old town/ historic areas/ regions.
    Incorporate more of the City of Eureka

    Not splitting the peninsula up into separate Districts.
    Keep Samoa, Manila, & Western Eureka together in the same District.
