Splitting Southern Humboldt in half doesn't make much sense. It is a relatively coherent community in its entirety. Similarly, splitting Fortuna in half doesn't make much sense either.

The County has 4 clear population centers: McKinleyville, Arcata, Eureka, and Fortuna/Ferndale. They should each be the heart of their own districts, with the fifth district encompassing the vast rural areas of the county.
