It's important to keep Communities Together, to solve their own problems as much as possible.
It's important to keep watersheds together, as much as possible. If needed use creeks, rivers and ridge lines as boundaries.
Let smaller communities, like in So Hum, be 1 larger community. Do Not split up smaller communities with boundary lines, as with Glendale and Blue Lake, and So Hum communities. It doesn't support resilience and self reliance. As times get possibly harder, we need to support community self reliance, which happens when communities have community centers, not splitting lines in the center, as in Glendale's Liscom road being the boundary. Everything about that is dump. The northern dividing line should be above North Bank Rd. and making Glendale/Blue Lake and Fieldbrook part of Arcata Dist. I'm sure Willow Creek would like to be included with Blue Lake, since it's the closest community to them. Otherwise, they have no solidarity with anyone. Imagine you live in each community.. what makes sense to you within that community? Maybe Arcata doesn't feel like they are a part of Blue Lake, because they are the bigger community. But imagine living in Blue Lake, or Fieldbrook.. besides Glendale, where do you shop. No, we don't go to Mckinleyville, unless we are going to more than 1 store. Just imagine and you'll understand.

Eureka should not be split (not in the Arcata District), Release all inland South of Eureka to Fortuna District, and Take Blue Lake/Glendale/Fieldbrook and Willow Creek.
