Mr. Palmer Simmons is the owner / operator of Carolina Trucking, a light industrial commercial dump truck hauling business. Mr. Simmons has been operating this business on family land located at 584 Spanish Wells Rd for over a year, in violation of established zoning and LMO's for this location and surrounding area. This light industrial commercial trucking activity has produced obnoxious and disturbing noise, odors, and toxins into our residential environment. This disturbing light industrial commercial activity often times takes place within several feet of our property lines and homes located in Oak Marsh Plantation. This activity has started as early as 0605 am and gone on as late as 1130 pm and occurs just about every day in some form with anywhere from 1-6 trucks operating on site. We have had our dinners, school homework sessions, and now schooling at home and working from home interrupted by this obnoxious illegal activity. We are unable to peacefully enjoy the use of our backyards when this activity is taking place. When residents of Oak Marsh Plantation have questioned Mr. Simmons on this repeated disturbing activity, his response has been aggressive and threatening, stating he does not care about us and suggesting we move if we don't like it. Oak Marsh Plantation has been here for over 35 years, having been developed in the early 1980's. Mr. Simmons has been cited and found guilty in a court of law for these repeated violations and currently has at least 2 new citations pending for repeated violations of operating this business. Mr. Simmons is well aware that this light industrial commercial activity is in violation of town zoning and LMO's but yet he continues to conduct such activities on this property. Representatives of the town whether a full time employee, part time employee, elected official, or volunteer committee member, are expected to and should want to act as a good representative of Hilton Head Island and conduct activities for the good of all town citizens. Town council was right in removing Mr. Simmons from his position on the Planning Commission as this commission oversees the LMO's that he is continuously violating. Mr. Simmons has not acted as nor appears to want to be a good representative for all of the town's citizens. We suggest and hope town council will continue with the decision to remove Mr. Palmer Simmons from the Planning Commission.

Open Town Hall HHI has two participation channels:

  • The Registered Channel: Sign in before or just after you submit your comment. Either way, Community Feedback will show your comment on this website.
  • The Unregistered Channel: Don't sign in and remain anonymous. Community Feedback will just share your comment with Hilton Head Island staff.

Note: The first time you sign in, you'll need to register (establish an account on Open Town Hall HHI). Registration is free.

The Town of Hilton Head Island has contracted with Community Feedback to monitor comments shown on this website.

  • To prevent any single user from dominating the forum, the Town of Hilton Head Island restricts the number of comments any one user can post on selected topics. Registration helps Community Feedback enforce this restriction.
  • Users, staff and government leaders often want to know the neighborhood from which a comment is posted. Community Feedback uses registration to show the neighborhood next to each comment (not the address).
  • If a user posts a comment that does not meet the Town of Hilton Head Island guidelines for civility, Community Feedback uses the user's email address to invite the user to resolve the issue.

Community Feedback will get your contact information. The company is under contract with the Town of Hilton Head Island to hold it in strict confidence per their privacy policy.

  • Since you'll see your own comment on Open Town Hall HHI, you'll be able to confirm that your comment was posted as you intended.

Yes. Sign out, then set your privacy preference to be "No - just show it without my name to staff". You won't need to register.

While no authentication procedure can perfectly detect every fraudulent registration, Community Feedback is able to secure the registered channel against systematic fraud: cases where users submit enough statements with fraudulent registrations to sway the overall interpretation of the feedback.

Community Feedback is unable to secure the unregistered channel against systematic fraud, because unregistered users are anonymous.

Neither the registered nor the unregistered channel represent a certified voting system or ballot box - and that caveat is footnoted on every page of feedback. Instead, both are additional channels for feedback to government.

Users can participate on the registered channel (by signing in) or on the unregistered channel (by remaining anonymous). The Town of Hilton Head Island offers both channels in order to broaden participation and maximize decision makers' insights.

The registered channel enables users to assure decision makers that their feedback comes from a real person in a specific neighborhood. It also enables users to participate in a public discussion on the website, as well as manage their own comment after posting it.

The unregistered channel is for users who want to provide quick feedback without registering, and/or whose privacy concerns would prevent them from participating if required to register. Because many users with valuable insights will only share them anonymously, this channel gives decision makers the option to consider those insights in their deliberations.
