The West Route 66 Operational Assessment looks at how the corridor is operating now - the highway and its supporting network of roads and streets - and then looks toward the future.  Much development is happening and more expected.  How should we prepare for this new influx of people and businesses and their impact on roadway operations for cars, buses, delivery trucks, pedestrians, and bicyclists? How should we spend Proposition 419 transportation tax dollars dedicated to this corridor?

1) We want your input on the Economic Development Strategic Plan! Your feedback will be used to guide the City’s Economic Development strategies over the next five years. The Flagstaff Regional Plan 2045 Update is hosting online and in-person open houses on Scenario Choosing until January 19, 2024.  This open house consists of five steps that will help you learn more about growth scenarios and how they compare to your vision for the region. The input to this step will provide a basis for the goals, policies, and maps that will be sent to the ballot and the Board of Supervisors as our next Regional Plan. Provide your feedback on the community's future opportunities and uncertainties!

There will be two in-person open houses, which will provide an opportunity to meet staff, ask questions, and provide input on the scenarios and their potential for our community’s future.

The City of Flagstaff Accessory Dwelling Unit (ADU) community has been extended to Tuesday, October 24, 2023! 

We want to hear from the Flagstaff community about your experience with Accessory Dwelling Units (ADUs). This survey will help the city learn more about residents’ interests in living in and building an ADU, the challenges in building an ADU, what the city can do to make it easier to build an ADU, and what would incentivize property owners to rent ADUs as a medium or long-term rental (lease length of more than 30 days).

For just a few more days, the City of Flagstaff is soliciting community review and feedback on the second draft of the Greater Observatory Mesa Trail Plan. We value your feedback and want to hear from you!

The 40-day public comment period is open through July 16, 2023. The public can review the plan, learn how it may affect them, comment on the plan, and contribute to ongoing communication to resolve concerns. View and comment on the updated trail plan today! SURVEY LINK

Observatory Mesa Community Trail Planning

Don’t worry if you missed the public meeting, the City of Flagstaff is still soliciting community review and feedback on the second draft of the Greater Observatory Mesa Trail Plan. A 40-day public comment period is open through July 16, 2023. The public can review the plan, learn how it may affect them, comment on the plan, and contribute to ongoing communication to resolve concerns. The updated trail plan draft can be found HERE.

There are two upcoming opportunities to learn more about Scenario Planning and the Flagstaff Regional Plan!

The City of Flagstaff and Coconino County recently hosted a series of public workshops centered around how we can plan for multiple possible future scenarios, including potential uncertainties.  Workshop attendees participated in a map-based game where they had to make decisions about how the region should grow under certain conditions pertaining to population and job growth, climate change, and funding. The information attendees provided during the workshops was digitized and is being fed into the Regional Plan scenario modeling efforts.

In the upcoming webinar and open house, you will have a chance to learn more about what we heard from workshop participants and how the workshop feedback is being used to construct alternative growth scenarios for the region. You will also get to review preliminary results from a model that looks at what the region might look like if recent trends continue into the future.

The City of Flagstaff’s Beautification, Arts and Sciences Program appreciates your feedback.

The Call-to-Artists for the Switzer Canyon roundabout project will include an anonymous compilation of the responses, which will inform the artists applying. Designs proposed for the project will be reviewed by appropriate agencies at a minimum for safety, maintainability, and dark skies compliance.

The funding for this project and the program comes from a percentage of the Bed, Board and Beverage tax (BBB), which was approved by voters and can not be used for other purposes.

Where Switzer Canyon Drive intersects with Turquoise Drive and Canyon Terrace Drive, there is a roundabout.

The Beautification, Arts & Sciences program will be commissioning hardscape and artwork for the center in the upcoming year.

But first the program wants the community’s “feel” for the area. This survey, 9 questions, will take about 10-20 minutes. You do not have to answer all the questions. Answer the ones that appeal to you most. Don’t be afraid to be playful.

The City of Flagstaff and Coconino County will be hosting four public workshops centered around how we can plan for multiple possible future scenarios, including potential uncertainties, as part of updating the Flagstaff Regional Plan. This is a critical opportunity to help ensure the Regional Plan 2045 is a successful tool no matter what the future holds.

Workshop attendees will participate in a map-based game where they will make decisions about how the region should grow under certain conditions pertaining to population and jobs growth, climate change, and funding. The information attendees provide during the workshops will feed directly into current scenario modeling efforts and influence subsequent policy direction and plan content. The future is uncertain! The City and County need your insights to help plan for a more resilient, sustainable, and equitable future for the Flagstaff Region.

Tonight! ADOT is hosting a public meeting at the Aquaplex starting at 5:30 with a presentation at 6:00 to gather input for the state-wide, long range transportation plan.  Also tomorrow, a virtual meeing will be held. The details are below:

Reminder: The Arizona Department of Transportation (ADOT) will host a virtual meeting tomorrow, March 9 to provide information and seek the public's feedback on transportation priorities for the 2050 Long Range Transportation Plan (LRTP) – the statewide plan that provides a blueprint and vision for the state’s future transportation system over the next 25 years.

The second TAG meeting focused on clarifying the critical certainties and uncertainties that were identified in TAG meeting #1 and honing in on those that should be brought forward to the public for further review and discussion. During the meeting the TAG members took several zoom polls, they do not appear on the video but can be accessed on the Regional Plan update website linked above.

To assist in the implementation of the 2015 La Plaza Vieja Neighborhood Specific Plan, the City of Flagstaff, with assistance from consultants at Makers Architecture and Planning, is working with the La Plaza Vieja Neighborhood to create a new "character" overlay zone that would apply to a specific area of the residential neighborhood. The overlay will have new design guidelines and graphic and photographic examples. 

This survey contains the design standards that were presented to the neighborhood at a November 2022 community workshop and asks residents, homeowners, property owners, and citizens to evaluate them. It will take approximately 15-20 minutes to complete this survey.

Researchers are studying the transportation needs of Coconino county residents and the effects of the recent wildfires.  We’re interested hearing from the experts – you!

If you are selected to participate, you will have a 1-hour conversation with a researcher over Zoom or by phone. As a thank-you gift, you will receive a $25 Visa gift card. 

We especially want to talk with you if any of these statements apply to you:

    • You’ve been affected by the wildfires (trouble getting around, damaged home, lost income, health problems, etc.) OR

The survey will be available online from March 17 through March 31. The City of Flagstaff is currently developing a citywide Property Care Ordinance (PCO) (also commonly known as a Property Maintenance Ordinance or PMO) to put before city council for a vote later this year. The request for an ordinance was petitioned by citizens and seed money was allocated by the City Council.   

The purpose of the ordinance is to protect against hazardous and deteriorating conditions that negatively impact the health, safety, and welfare of the Flagstaff Community by establishing minimum requirements for the care of buildings and their property; to preserve existing housing stock, and slow the impacts of gentrification and displacement; with compliance consistently applied without undue hardship. 

As part of the ordinance development process, the City of Flagstaff is seeking to gather input from citizens on the property care issues that matter to them. To share your thoughts and opinions, you can complete the community forum survey.

The City of Flagstaff is seeking community input on a proposed tiny library project for Flagstaff. This project was approved to move forward to this survey by the Beautification and Public Art Commission made up of community members. We anticipate installation if the community is supportive.

This tiny library piece is the vision of local Jake Bacon, who has restored two British phone booths to create tiny libraries outside of his home in Flagstaff. The booths are iconic and serve as an attraction to neighbors and locals. They are lovingly restored and beautifully finished. Additionally, with large bookcases installed, they are a community resource for the cherished tradition of sharing free books with one another and furthering the cause of literacy to both young and old. The hope is the tiny library will be a resource for the visiting public and our community.

Thank you, Flagstaff, for your input on the library entry re-design! 176 people responded to the survey. Some of the many themes that emerged include value in the natural environment, an interest in geologic and Native/Indigenous history, the importance of the library for children and families, the library as a gathering and meeting place, and a space that offers free amenities and builds community. This follow-up opportunity is to allow you to share images with the City as well! The tool allows for one photo at once, feel free to provide input several times.

A few notes on constraints - while some expressed the wish for the entry to remain the same, the Americans with Disability Act (ADA) requirements mean the entire space be re-designed to allow for the necessary slope of ramp. Also a note that this project is funded through Beautification and Art Bed, Board and Beverage (BBB) tax funds, which cannot be used for other uses per City ordinance and confirmed by Flagstaff voters, hence the focus on the art in the space as well as functionality.

The Arizona Department of Transportation (ADOT) is working with regional partners, stakeholders, and the public to develop transportation Corridor Master Plans on Milton Rd, Humphreys St, and US 180 (locally known as Fort Valley Rd) within the City of Flagstaff and Coconino County. In May 2018, ADOT held two public meetings to obtain public input on developing corridor improvement alternatives for Milton Rd, Humphreys St, and US 180.

The City of Flagstaff Comprehensive Planning program has released a public review draft of the Southside Community Specific Plan for comments until February 4, 2020. The City has opened a forum topic asking for your help in prioritizing the more than 100 potential strategies that were developed over the last 2 years. The City and the community will use this feedback to prioritize which strategies to focus on in the first 5 to 10 years of plan implmentation.

The City of Flagstaff is currently considering use of the handball courts at Thorpe Park as a test location for a managed graffiti art wall. Managed graffiti art walls are successfully incorporated into many cities' public art programs. If supported by our community, the court's exterior wall surfaces could be used as a test version for the project by summer, 2019. Following a successful test of the idea at the handball courts, a permanent version could be located downtown or other location to be selected.

The City of Flagstaff’s Street Lighting for Enhancing Dark Skies (SLEDS) project team is presently testing five (5) new types of light emitting diode (LED) fixtures in five different locations: Cheshire, Butler Avenue, 4th Street near the Aquaplex, Route 66 from 4th to Arrowhead, and the Cedar and West street intersection.  These fixtures are proposed as replacements for the low-pressure sodium (LPS) roadway lighting currently in use.  Conversion to LED is necessary since LPS will not be available after July 2019.  The goal of the SLEDS project is to maintain appropriate lighting levels while preserving the City’s dark sky resources and maintaining the missions of Lowell Observatory and the U. S. Naval Observatory.

The City Council will hold a final public hearing and vote on the adoption of the High Occupancy Housing Specific Plan on February 20, 2018 at 6pm at City Hall (211 W. Aspen Ave).  Staff will hold office hours, where we invite anyone who has questions or wants to discuss the plan content can sit down to go over the plan. These will be held on:

February 8 at 12:00pm - 2:30 pm at the Main Library (300 W. Aspen Ave.) February 9 at 10am - 12pm at the East Flagstaff Library (3000 N. 4th Street)

We have created a series of interactive maps (http://arcg.is/1mznqb) to describe the concept of PedBikeWays (Pedestrian-Bicycle Superhighways) – a potential series of linear corridors that would allow safe and comfortable cross-town travel for pedestrians and bicyclists.

Four potential PedBikeWays have been identified: Milton, Downtown/Southside, Eastside, and Westside.  We are asking for your assistance to refine the plan for PedBikeWays, and to help move the concept forward.

The input provided from these topic has been incorporated into an updated draft of the High Occupancy Housing (HOH) Plan.  The City will be holding a joint Planning and Zoning Commission and City Council Work Session On Wednesday November 8th at 4pm at City Hall.  At this work session, the Commission and Council will review the results of all of the public involvement on HOH and will give direction to staff on the content of the final draft.

The City of Flagstaff wants your feedback to define the scope of work for a traffic impact/form-based code consultant. There is a community desire to maintain and enhance neighborhood character by preventing large, inappropriately scaled buildings and properly mitigate the resultant traffic impacts.  Where there are ambiguities, inconsistencies and contradictions in the existing Transect Code or Engineering Standards, recommendations will be made by the consultant that would bring the development standards in alignment with the stated purposes of the code.

We have created a unique public participation exercise for the community where you can read the scope of work and general information regarging the Request for Statement of Qualifications (RSOQ) while directly commenting (or annotating) each section. To review these sections and leave your comments click here.

Flagstaff adopted a new type of zoning in 2011. The transect zones are an option for all the property owners in the Downtown Regulating Plan area, who want to redevelop their property. For the last 6 months, the City Council and staff have been reviewing how the transect zones are working and what could be better about them. We are looking for feedback on the first amendment proposed, which would set new standards for what is currently known as commercial block buildings.

  1. Review the proposed Transect Code Amendments,
  2. Give us your feedback on the Flagstaff Community Forum topic,
  3. Attend a public meeting on August 8th at 6pm at our Lady of Guadalupe Church, 224 S. Kendrick.

This survey is intended to collect information from trail users about the Flagstaff Urban Trails System (FUTS), which is a city-wide network of non-motorized, shared-use paths that are used for both transportation and recreation. There is still time to weigh in on Blueprint 2040, the City's Sustainability Events and the Milton Road Walking and Biking Survey.  Don't miss your chance to be part of developing these important City policies.  They will all have an impact on City plans and services for years to come.

Blueprint 2040 is the update to the Regional Transportation Plan.  Your input will be used to determine which transportation projects will be eligible for federal funding for the next 10 years.

The Sustainability Section is developing their strategic plan and will use the survey responses to tailor future educations, events and outreach.

Your feedback about Milton Road will inform the proposals in the City's Bicycle and Pedestrian Master Plan, which is currently under review by the Pedestrian and Bicycle Advisory Commissions.  This survey will close on October 22nd.

Flagstaff's Bicycle and Pedestrian Advisory Committees are developing a Pedestrian-Bicycle-FUTS Master Plan. The plan will make specific recommendations for strategies, actions, projects, and programs to improve the pedestrian and bicycle environment and implement the goals and policies of the Flagstaff Regional Plan 2030 regarding walking, biking, and trails.

Milton Road is persistently a difficult location for bicycles and pedestrians and the Committees want your feedback on what improvements should be recommended in the master plan. Please take a moment to provide your feedback on these important decisions.

Blueprint 2040 is the update of the Flagstaff Metropolitan Planning Organization's (FMPO) Regional Transportation Plan, which decides what projects can receive federal transportation funding for the next 10 years. There is much transportation work to do and only so much money to go around.

The FMPO wants to hear how you would make trade-offs about future transportation projects.  You can help answer important questions like: Should we improve existing roads or build new ones? Should we widen Milton or build a LoneTree overpass?

Share your opinion about how High Occupancy Housing is designed and how it effects the Flagstaff community. High Occupancy Housing is generally more than 30 units per acre or 75 beds per acre.  Buildings with these densities can be from 3 to 6 stories depending on the size of the lot and their configuration.The Online Cafe is centered on five strategic questions:

  • Why is the shape, size, and location of a building important in the context of High Occupancy Housing?
  • What do you value about your neighborhood? How should the things you value be incorporated into High Occupancy Housing projects?
  • 10,000 NAU students live off-campus now and 5,000 more may live off-campus in the future, how should we incorporate students in our community?
  • What niche can High Occupancy Housing fill in a socially, economically and environmentally sustainable community?
  • What other questions should we be asking about High Occupancy Housing?

The City of Flagstaff has posted 6 strategic questions for the public to discuss in the Online Cafe for High Occupancy Housing. The City started this dialogue with in-person Community Cafes, which were attended by 74 residents.  The Online Cafe asks the same questions from the in-person Cafes and shares some of the feedback we have received so far. The project team will use the in-person and online feedback to prepare for open houses that will be scheduled soon, and to evaluate the policy options that arise through the process.

The Online Cafe will be open through September 1st.  If you want to attend the last in-person cafe on Monday, August 1st from 5:30pm to 7:30pm at the Main Library, please sign up at www.flagstaff.az.gov/hohplan.
