In February 2018, the City Council adopted the citywide High Occupancy Housing Specific Plan (HOH Plan). This plan was developed in response to the communities’ dialogue pertaining to previously proposed high intensity mid-rise developments in and near historic neighborhoods. In accordance with the HOH Plan Strategies to be Implemented by 2019 (bullet 5, Page 102), the plan recommends changing the existing Community Commercial (CC) zone building height from sixty (60) feet to forty-five (45) feet.
The Community Commercial (CC) zone is primarily located in the Northend, Southside, and Sunnyside neighborhoods.

Staff received a series of comments regarding this modification at the Planning and Zoning Commission work session (August 14, 2019), public open house meetings (August 19, 2019), and City Council work session (October 8, 2019). To address the comments received, City Staff is proposing a Zoning Code Text Amendment to create a new zone called Neighborhood Community Commercial (NCC). The Neighborhood Community Commercial (NCC) would be identical to the existing Community Commercial (CC) zone, except that the maximum building height allowed would be forty-five (45) feet.
If the Neighborhood Community Commercial (NCC) zone is approved, City Staff will be requesting that the City Council approve a Zoning Map Amendment to change the zoning designation on a significant amount, if not all, of the properties that are currently zoned Community Commercial (CC).
Staff will be having a work session with the City Council regarding these amendments on August 25, 2020. In addition, a virtual open house meetings to allow for public comments and discussion on these amendments.
