To what extent do the goals surrounding public safety involve increased funding for the police department, as opposed to resources devoted to alleviating poverty and other causes of low-level crime?

The Southside Plan’s Public Safety goals do not address police funding directly. There were a mix of comments received about whether or not greater enforcement was desired in the neighborhood. The Public Safety goals and policies emphasize Crime Prevention through Environmental Design and education with bar employees and patrons to create a safer nightlife environment. The only strategy identified that emphasizes the presence of actual police is at closing times for bars on weekends, which is already a time when increased patrols are present Downtown and in the Southside.
