The biggest problem I have with walking in Elk Grove is something I don't think the city government can fix. The issue is the lack of awareness, respect, and consideration drivers give to pedestrians. It's as if people in cars can't even comprehend the existence of people outside of cars sometimes. The number of times I've almost been hit by a car trying to turn right at an intersection and not looking for pedestrians is crazy. And that's intersections with light for both drivers and pedestrians. Other places in town where there are crosswalks but no lights, it takes ages for someone to eventually stop and let me cross. Everyone else just flies by with no regard. People seem to forget that pedestrians legally have the right of way. Not to mention it's just the nice thing to do.
