The most congested roads are Laguna Blvd and Elk Grove Blvd due to competing businesses and commute traffic. A new heavily congested area is Elk Grove Blvd and East Stockton Blvd. There is not enough parking for the businesses, in addition to the 99 on ramp single turn line back up of vehicles to the parking lot.

Elk Grovd Blvd near the 99 on and off ramps cause backups. The lights are so close together between 99 and Elk Horn Florin. The timing of these lights seem to be red vs a green to keep a flow. The streets flowing traffic onto Elk Grove Blvd causes long wait times, since no one wants to let you turn into traffic.
