The Durango City intake pipeline is disrupting the boater entrance to Smelter rapid. The diversion structure increases difficulty for boaters, creates a safety hazard and challenges or simply prohibits fish passage. If the intake structure were moved upstream, the extreme grade control structures in place today could be spread out in the river with more linear distance, improving river safety and restoring fish passage in a gold metal reach. With no other intervening water users and no other tributary inflows, it would be a simple matter to change the decreed point of diversion in water court (but admittedly an expensive one to implement). Because the river defines the character of the town, and our City tourism industry encourages tourists to pay to float through it, fixing existing infrastructure should be prioritized over developing new infrastructure.
