I strongly feel that Utility rates should be kept as low as possible so people can utilize the resource. Durango water rights and availability are some of the most secure of any. Water Capitol improvements should not be made out of monthly use but from capitol revenue of other types. New developments should pay for the upgrades to the system. Also Large users should help pay capitol improvements including city, county,FLC,school district. Sliding use scale is too much. I have two city lots and cannot reasonably irrigate a garden or keep any plants alive with your cost structure. Blue grass IS drought tolerant. In droughts you can let it go dormant. Need education to that effect. Bottom line is more water sold, more revenue. Don't discourage water use, just water waste!!
