  1. Fee added to new construction or increased occupancy for commercial. The revenue is restricted to capacity improvements for those who pay the fee. Fees are collected at the time of building permit issuance and could generate $3,000,000 to $4,000,000 annually.

  2. An additional 1/2 cent tax added to taxable items capped at $5,000 per item. The revenue is restricted to only transporation improvements or maintenance and cannot be used for employee salaries or benefits. An additional 1/2 cent could generate $16,100,000 annually.

  3. Assessment fee added to parcels within county maintained subdivisions. The revenue is restricted expenditures to maintain the stormwater infrastructure within a subdivisions. A $50 to $100 annual assessment could generate $500,000 to $1,000,000 annually.

  4. Fee added to the water/sewer utilities for the use of right of way. This fee is similar to electric franchise fees that are charged on electric bills and capped at $10 monthly for residential customers. This type of fee could generate $2,500,000 to $3,000,000 annually.

  5. The current tax rate is 6.0953 mils. There are very few restrictures on ad valorem revenues. Based on the current taxable value (fluctuates annually), one mil is equal to $16,100,000. If the millage was increased by 0.5 mil to 6.5953 revenues would be increase by $8,000,000.

The County of Santa Rosa has contracted with Community Feedback to monitor responses shown on this website.

While no authentication procedure can perfectly detect every fraudulent registration, Community Feedback is able to secure the registered channel against systematic fraud: cases where users submit enough statements with fraudulent registrations to sway the overall interpretation of the feedback.

Community Feedback is unable to secure the unregistered channel against systematic fraud, because unregistered users are anonymous.

Neither the registered nor the unregistered channel represent a certified voting system or ballot box - and that caveat is footnoted on every page of feedback. Instead, both are additional channels for feedback to government.

Users can participate on the registered channel (by signing in) or on the unregistered channel (by remaining anonymous). The County of Santa Rosa offers both channels in order to broaden participation and maximize decision makers' insights.

The registered channel enables users to assure decision makers that their feedback comes from a real person in a specific neighborhood. It also enables users to participate in a public discussion on the website, as well as manage their own response after posting it.

The unregistered channel is for users who want to provide quick feedback without registering, and/or whose privacy concerns would prevent them from participating if required to register. Because many users with valuable insights will only share them anonymously, this channel gives decision makers the option to consider those insights in their deliberations.

OpenGov is a non-partisan company whose mission is to broaden civic engagement and build public trust in government. The County of Santa Rosa has contracted with OpenGov to administer Community Feedback.
