I have heard complaints that some people don’t want sidewalks in front of their homes because then they will be responsible for clearing it and be liable if they don’t clear it. With that information, perhaps 50% is too high, if the mentality is more of an individual benefit/deterrent, rather than a general public safety concern.

Yes
8. Have we missed anything in the proposed objectives that you think should be added?
I believe that cyclists and pedestrians also need education and ownership. The current and proposed guidelines seem to put the majority of the onus on the vehicular traffic and if we are sharing the roads, we should be sharing the responsibility to be aware as well, lest we continue to create pedestrian and bicyclist elitists.

Arteries such as Huron River Parkway and Newport Road which are favored, but often unsafe bicyclists routes, should be highly considered.
