Yes, the 85th percentile speed, percent violators, ADT, and speed related crash history is not very clear how that data is collected or is not known to community members seeking petition or support.

sure, relationship to other safety and or improvement projects, Safe routes to school, new road pavings, new high density developments etc, all these are also factors to include when considering traffic calming. Also there should be more information about traffic calming techniques and strategies for community members to weigh in on.

Yes, why is a simple stop sign at an intersection not considered traffic calming? How about bicycle related infrastructure, road diets or creative road painting as traffic calming?

Stop signs, Buffered bike-lanes, bike boulevards, creative road striping/painting
