I believe if research shows traffic calming measures are warranted in a certain area, the desires of the surrounding community should be ignored if the community does not want the traffic calming measures. Safety should be paramount.

9. Do you have concerns about any of the proposed qualification criteria?
School travel should be determined by the city, not the schools, and should always get 5 points. The walk radius should be 1 mile. If buses don't cover an area, then that area has to be part of the walk radius. 85th percentile speed tolerance should be for 5% or less in terms of violators regardless of speed in excess of posted speed. Percent violators should get a full 5 points if violators exceed 5%.
10. Have we missed any other factors that should be included in determining eligibility for the Traffic Calming Program?
The zero point cap for percent violators should be 5. Why are school zones beyond 1/4 mile radius given fewer points? This truly makes no sense if children who live as far as 1 mile away are expected to walk to their schools. This should be very, very strict. Not all schools even have traffic calming right in front of them right now (e.g. Thurston Elementary). I consider that an egregious oversight. My kids are now much older but this still bothers me a great deal.

Pedestrian overpasses - think parts of Washtenaw Avenue. Great place for those. Huron Parkway, too.
