The proposed Green Rental Housing policy was developed to promote the health, safety, comfort, and efficiency of rentals in Ann Arbor. The proposed policy includes recommendations developed by a stakeholder task force comprised of tenants, landlords, low-income housing representatives, and city departments. These policy recommendations focus on the health, safety, comfort, and efficiency of rental units in Ann Arbor and are based on best practices and lessons learned from other cities, input from the task force, and staff recommendations based on the local landscape. For every recommendation, background information, a description of the recommendation, and justification are provided.

The City of Ann Arbor already has an existing rental housing inspection process, which sets forth requirements each dwelling must satisfy in order to receive a Certificate of Compliance (C of C). Before any dwelling may legally be rented in Ann Arbor, it must first be issued a valid C of C. These existing requirements are named in Title 8, Chapter 105 (Housing Code) of the Ann Arbor Code of Ordinances. The proposed Green Rental Housing policy adds to this code certain efficiency requirements that all rentals must meet in order to receive a C of C.
