Traffic congestion, leading to dangerous interactions between vehicles, pedestrians, and bicyclists. Additional crosswalks, bike lanes, and poor traffic signal timing have added to problems. This will only get worse with additional development in the area.

What ideas do you have to improve mobility in the Lower Town area?
STOP trying to encourage mix of pedestrians and bikes and vehicles everywhere -- it's dangerous! Separate routes that segregate different types of "mobility" are more efficient and safer. It is a difficult area, with one bridge to cross town, and out-of-towners needing access to UM Hospital; careful and comprehensive planning is needed. Do NOT put a traffic circle at Maiden Lane/Fuller/Medical Center Dr.! Or anywhere in this area! Concepts for improving "mobility" in Lower Town require looking at a much larger area to consider whether vehicle traffic can be routed around it to access UM Hospital/Kellogg. Build another road, another bridge? Huge and complex issues; please take a realistic, comprehensive, and very practical look at what the problems are, rather than imposing theoretical and idealistic "solutions" that have not passed the reality test.
